A Good FOIA Request Letter (page 3)
I certify that my statements concerning the need for expedited review are true and correct to the best of my knowledge and belief. If possible, I would prefer to see the original documents in person rather than having copies made, in order to avoid copying fees. Because subsequent requesters may also want copies of these documents, I do not consider it fair that as the first requester, I should bear the full cost of the initial search for this material.
